Public Hearing - Proposed Rule Amendments
Thursday, July 16, 2026, 1:00 p.m.

The District will be holding a public hearing on July 16, 2026 in the District Office at 501 Devereux in Jacksonville, Texas at 1:00 PM to hear comments on proposed amendments to the District Rules to implement various provisions of Chapter 36 of the Texas Water Code and Chapter 8863 of the Special District Local Laws Code. Written comments may be sent to the District by mail or email at district@ntvgcd.org.

The proposed rules rescind current District Rules and adopt new Chapters 1-13, relating to the following: Ch.1 definitions and general provisions; Ch. 2, 3 and 4 board, staff and records; Ch. 5 groundwater availability and desired future conditions, historic and non-historic operating permitting, export, exempt wells and well registration; Ch. 6 well management, well spacing, construction, capping and plugging; Ch. 7 fees; Ch. 8 meters and reporting; Ch. 9 procedures; Ch. 10 water quality; Ch. 11 water conservation; Ch. 12 drought; Ch. 13 investigations and enforcement.

A copy of the proposed rules is available on the District's website at www.ntvgcd.org or at the District office at 501 Devereux St, Jacksonville, TX. Following the public hearing, the District will convene a public meeting at which it may consider adoption of proposed amendments to the District Rules.
